The Northstar Care for Children Act which took effect Jan. 1, 2015 made significant changes in state benefits programs by creating a uniform set of benefits and processes for children age 6 and older in foster care, former foster children whose legal and physical custody has been permanently transferred to a relative, and former foster children who have been adopted. Heidi Ombisa Skallet, MSW, LISW is an Adoption and Kinship Policy Specialist for Child Safety & Permanency with the Minnesota Department of Human Services.  She will be discussing the basics of foster care, adoption, and kinship benefits under the Northstar Care for Children Act with a focus on what attorneys working in Juvenile Court should know about the program.
