The HCBA is committed to access to justice for all. The association invests in programs that help the public understand the legal system, and find guidance and representation for their legal issues.Some of these programs, such as the Lawyer Referral and Information Service (LRIS) are provided directly through the HCBA while other efforts are through partnerships with legal service organizations in the community. In particular, the HCBA seeks to provide advice and representation for those who cannot afford traditional legal fees through the Volunteer Lawyers Network, a separate non-profit organization that is the pro bono arm of the HCBA. The Lawyer Referral and Information Service serves about 1,000 callers each month who seek to find solutions to their legal issues. This program meets the high standards of the American Bar Association for referral services.
